Position: Director of Special Education - Twelve month, 260-day position.

 

Summary of Position:  

 

The Director of Special Education is responsible for organization and oversight of all aspects of special education, gifted education, 504 service agreements.  This individual also serves as the liaison to coordinating services with school/community agencies in support of all students. 

 

As defined by Act 195, the Director of Special Education and Student Support Services shall be considered as a confidential employee and shall not be a member of LAEA Collective Bargaining Unit. The salary and benefits are derived from the District Act 93 Administrators’ Compensation Plan.

 

The Director of Special Education Services works with central office administration in the supervision and evaluation of the following personnel: school psychologist, speech pathologist(s), behavior analyst, administrative assistant to special education, other professional staff or support staff as assigned.

 

Education and Experience:

Appropriate certification as K-12 Principal (CSPG95) and Supervisor of Special Education (CSPG91) from the Pennsylvania Department of Education.  Experience in administration and supervision preferred.

 

 

 

Evaluation

Performance of this job will be evaluated by the Superintendent.

 

Performance Responsibilities : 

  1. Develops and implements psychological evaluation, placement, and reevaluation procedures for special education students, 504 protected students, and gifted education students in compliance with federal and state laws, mandates, and local policies. 
  1. Coordinates the annual IEP, 504, and GIEP scheduling and writing process for the school district, in conjunction with the building principals and case managers, to ensure all timelines and procedures are met in compliance with federal and state laws. 
  1. Works in conjunction with the building principals to articulate and implement the District Child Find process in compliance with federal and state mandates and local policies. 
  1. Supervise the school psychologist and social workers and help to coordinate programming in social and emotional health and wellbeing. 
  1. Responds to referrals in a timely manner and works with the school psychologist to complete necessary evaluations. 
  1. Serves as the District contact for all special education matters at the regional, state and federal level. 
  1. Coordinates the placement of identified exceptional students into appropriate special education programs located within the District and those outside of the District. 
  1. Assists the administration in the recruitment and hiring of special education staff. 
  1. Consults with administrators, counselors, social workers, and school nurses concerning student at-risk programs, psychological services, and appropriate special education programs and student support services. 
  1. Supervise compliance of “in-home” instruction, in select cases. 
  1. Conducts staff development activities in related areas as needed. 
  1. Serves as LEA for students enrolled in SUN Area Technical Institute and offsite programs. 
  1. Participates in District level or building level student support team meetings and child study team meetings as requested. 
  1. Assists staff in identifying the best educational practices in special education, 504 services, gifted education, and related areas of academic supports and interventions. 
  1. Works with building leadership to design and provide appropriate academic and behavioral supports. 
  1. Coordinates the maintenance of accurate records and files for students receiving special education services and support services. 
  1. Assists the administration in the preparation of the annual budget for special education and psychological services. 
  1. Consults with professional staff, support services resource personnel, students and parents to assist in identifying students’ psychological and educational needs. 

   19. Maintains timely and effective communication with families of special education students. 

 

   20. Performs other duties as directed by the Superintendent. 

 

Physical Requirements

  1. Sedentary: Must be able to sit for extended periods of time, may involve walking and standing (periodically as requested), and is able to lift and carry up to twenty-five (25) pounds.
  2. Dexterity: Must be able to manipulate computer keyboard and calculator. Must display good eye-hand coordination in using technology equipment including copiers, fax machines, computers, etc.
  3. Auditory and Visual Requirements: Must be within normal range
  4. Worksite Environment: Primarily indoors with occasional exposure to outdoor weather during the workday.

 

Licenses and Certification

  1. Valid PA Principal K12 Certificate
  2. Supervisor of Special Education Certificate
  3. Relevant Clearances as required by law
  4. Valid Pennsylvania Driver’s License

  3. Must be able to manage multiple projects and deadlines.
  4. Must effectively communicate and interact with students, parents, and all staff members.
  5. Must be able to work effectively with other District administrators.
  6. Must exhibit high levels of problem-solving skills for overall efficiency and productivity.
